DESIGNATING CIRCUIT JUDGES TO PRESIDE OVER HEARINGS ON MOTIONS FOR EXTRAORDINARY ATTORNEY FEES
SOUGHT FROM THE
JUSTICE ADMINISTRATIVE COMMISSION

WHEREAS the “Legislature recognizes that on rare occasions an attorney may receive a case that
requires extraordinary and unusual effort.” See§ 27.5304(12), Fla. Stat.; and

WHEREAS section 27.5304(12)(b), Florida Statutes, authorizes the Chief Judge of every multicounty
circuit to designate two judges to preside over evidentiary hearings and determine motions to
exceed the fee limit, filed pursuant to section 27.5304(12)(a), Florida Statutes; and

WHEREAS the geographic location and number of cases supports the need for a designee to preside
over evidentiary hearings and determine the above-referenced motions filed in Columbia,
Dixie, and Suwannee Counties; and

WHEREAS the geographic location and number of cases supports the need for a designee to preside
over evidentiary hearings and determine the above-referenced motions filed in Hamilton,
Lafayette, Madison, and Taylor Counties,

It is hereby ORDERED AND ADJUDGED that effective immediately:

1. Circuit Judge Mark E. Feagle is designated to preside over all evidentiary hearings and
determine all motions filed pursuant to section 27.5304, Florida Statutes, in Columbia, Dixie,
and Suwannee Counties.

2. Circuit Judge Greg S. Parker is designated to preside over all evidentiary hearings and
determine all motions filed pursuant to section 27.5304, Florida Statutes, in Hamilton,
Lafayette, Madison, and Taylor Counties.

3. If Judge Feagle becomes unavailable to preside over an evidentiary hearing or determine a
motion filed pursuant to section 27.5304, Florida Statutes, in Columbia, Dixie or Suwannee County,
Judge Parker is designated to perform those duties.

4. If Judge Parker becomes unavailable to preside over an evidentiary hearing or determine a
motion filed pursuant to section 27.5304, Florida Statutes, in Hamilton, Lafayette,
Madison, or Taylor County, Judge Feagle is designated to perform those duties.

5. In accordance with section 27.5304(12)(a), Florida Statutes, an attorney filing a motion
pursuant to section 27.5304, must send a copy of the motion to the office of the Chief Judge,
and to the office of the Circuit Judge designated herein for the county in which the motion is
filed to coordinate scheduling and disposition of the motion.

As a Judge in the Third Judicial Circuit, I hereby acknowledge the provisions of Third
Judicial Circuit Administrative Order# 2023-0 0 1 and, in accordance with Florida Rule of
Criminal Procedure 3. l 3l(d)(l)(D), auth01ize any First Appearance Judge of the Third Judicial
Circuit to revoke pretrial release where that Judge has probable cause to believe that a defendant has committed a new crime while at liberty on pretrial release in any earlier case in which I may have previously granted pretrial release
